The progress of the falling birthrate and aging doesn't put the brakes, and a large problem of related in the medical treatment, welfare, the pension, and the three futures of the local finance becomes a stringent circumstance more and more on an inside the recovery of economy surface. The central government is revising the local allocation tax grant system. As a matter of fact, the fiscal reconstruction of the central government is a main purpose. The central government seems to impute failure based on past national policies to local governments. Regional social economies are impoverished for the reform paths of the administrative and fiscal reform and privatization, etc., and the regional differences have extended. It is important that we analyze the regional fiscal framework under such situations for improvement of the regional finance and the citizen's welfare. In this paper, we want to consider the application of the econometric analysis in the future to the small-regional financial model by taking a general view of the development of the Mitaka model for 45 years, and examining the feature of the model. Here, we will do empirical consideration concerning the financial structural equations included in the financial blocks of V, VI and VI' models, which we constructed. The annual revenue side was divided in seven variables and the annual expenditure side was divided into five variables.
